MANILA, Philippines — Senators scored as “unconstitutional” Tuesday an executive branch memo barring officials from attending Senate hearings on the government’s anomalous contracts with Pharmally Pharmaceutical Corp. as key agencies behind the deals were left unrepresented when the probe resumed.
